This is the ladder of the man, responsible for the lunar questions. He is the only one and as the most competent, he is operationally burdened with overseeing his everyday task. To climb up to the Moon, to inspect it and to maintain it. Routinely he adjusts it's mechanisms, regulates it's phases, and whenever there's a need for it, he repairs it.
And after he is sure, that everything works "like clockwork", because, if you think about it, with all it's precision and phases and cycles, one could ask the question: is the Moon a part of some cosmic clockwork mechanism or not, off he goes straight home, as a typical employee from some government institution.
